I have been accepted to two Phd programs. They are not top tier programs. One is a Phd in finance and the other is a Phd in Accounting. I am confuse regarding which Program to accept. I will to teach finance, but I prefer accounting research. Also interms of salary prospect, which is better?

I think you should consider the type of school you would want to work for once you are done. Some schools put more emphasis on reasearch while others put more emphasis on teaching. You should be aware that higher salaries in any discipline are tied to research productivity not teaching. If resesarch will be a major factor in your career desision, you should make your choice based upon your preferred area of research.
