Retired military with 21 years of service, but unable to get into supervisory/management positions, even with two MBAs, one in Human Resources Management and the other in Management. It seems like the roadblock that I keep running into, is that old addage "Well, you have the education, but you don't have the experience." Thinking about just going after my PhD and maybe getting into the teaching profession. What steps can I take to get a grant or scholarship to achieve this goal? My MBAs really drained my finances. With schools crying out for leadership, I would really enjoy a teaching position. Your opinion.

Well, if you are considering a doctorate in business, then teaching will be one of your responsibilities, but most schools emphasize doing research. Do you have a passion to do research? Since you're a member of the PhD Project, you probably know that you'd have to be a full-time student and in most cases your tuition is waived and you receive a small stipend.
