Like most minority students, I don't seem to do well on the GMAT. Furthermore, most students spend six months to a year preparing for this test, something I cannot afford to do, given my family responsibilities and loans. Are there any universities that would waive the GMAT requirement for the PhD? Thank you Josh Ingham joshi10001@gmail.com

I suggest that you bite the bullet and go to a accredited program. All accredited programs require the GMAT. If you want to end up at a reputable institution, it is necessary.

I have to agree with you concerning the GMAT versus family life. It is indeed a hurdle. I even paid for a class and it didn't help. Perhaps we better bite the bullet as suggested.
